Do you mean Steve at Spore.boards or Steve at the core? Steve at the core is a Willosaur fused with a Hayton flying around in his hijacked Insectrox spaceship controlling his drone. Steve the admin is Steve at the core who found a laptop and made a website called Spore.boards.net.
That's my theory.
